PR will
have a
significant part to play in the
military withdrawal from UK.
Initial draft of the Withdrawal Plan is incorporated in the minutes of the last meeting.
DPRS will work up the necessary input for inclusion in 1993 Withdrawal plan document.
WINGED DRAGON
Defensive approach agreed until now has made sense, although the size of the ex "fly-in" of about 300 would have always made it difficult to maintain.
However, exercise "leaked" to the press about 3 months ago, necessitating defensive action.
Recommend arrangements for a low key press release to be made in HK about a week before the exercise backed up by comprehensive Q/A held in both London and HK.
Experience shows that to have information
information "screwed" out of you is bad publicity and merely serves to heighten suspicion.
