16. The 1991 Review had now been published as CDS 32/91 and its
conclusions had been briefed to Ministers. The Chairman thanked everyone concerned for their efforts in its drafting. It had been a long time in
gestation
Consideration of the financial
implications had produced some significant changes at the 2 Star
circulation level resulting in the financial aspects being addressed in
a separate note to COS. Nevertheless, flexibility had been built into the plan under the "Stronger for Longer" policy and the paper would
provide a blueprint for the further detailed studies to be included in
the next biennial Review.

LTC IMPLICATIONS OF STRONGER FOR LONGER'

Dr Noble explained that Hong Kong garrison funding was now, as a result of NMS, under RP (Centre)'s auspices. The 'Stronger for Longer'
Alternative Assumption had been presented to FPMG but subsequently
withdrawn. The LTC 92 submission to the Secretary of
of State would
therefore be based on the 1989 Review's assumptions. "Stronger for Longer" would now go into LTC 93. There was a separate problem of a mismatch of interpretation of the 1989 Review between the Centre and the
Army Department, which would also have to be addressed in LTC 93.
