CBF and Mr Hamill indicated that HQBF did not anticipate problems with this in the short term. No longer term projection was yet available.

The Chairman asked if the HKG could adjust the passport issue quotas between under and over- subscribed sectors. Mr Hamill stated they could not, as the quotas had been established by Orders in Council, which it would require a further Order in Council to change. CBF commented that the Governor was sympathetic to the case for an increased allocation to LEC/LEP, but had given no commitment.

THE PR PLAN

The Chairman asked ACPR (Mil), (representing CPR) to speak on the PR Plan in support of the withdrawal from HK. A summary is at Enclosure 5. In summary, ACPR(Mil) indicated that the outline PR Plan produced for the previous HKSC meeting had been updated, and that a suitable input would be provided for the 1993 Review.

18. Discussion. CBF asked for clarification of the function of News Release Groups and Press Policy Groups. Lt Col Ashby explained that a News Release Group convened to support a specific operation, whilst a Press Policy Group discussed and established broad PR policy in advance of events and activities that might attract a PR aspect.

19. Decision. The Chairman directed that, in view of the continuing importance of to virtually all aspects of military activity during the final years in HK, it should be retained as an agenda item for future HKSC meetings. The PR issue would have to be exposed in the staffing of the 93 Review but would not necessarily merit a detailed plan in the COS paper.

EXERCISE WINGED DRAGON 92

20. The Chairman invited CBF to update the HKSC on Exercise WINGED DRAGON 92. This update was provided by ACOS J3 HQBFHK. A summary is at Enclosure 6. He stated that, apart from a very limited representation in the HICON cell, the HKG and RHKP would not participate.

21. The Chairman asked the meeting to confirm that it was content for Exercise WINGED DRAGON 92 to proceed as planned. There were no dissenters.
