MATTERS ARISING
IMPLICATIONS OF STRONGER FOR LONGER ON LTC
13.
The Chairman invited Mr C Mayhew, RP (Centre), to speak on LTC issues, related to 'Stronger for Longer' and the Outline Withdrawal Plan Review. A summary is at Enclosure 3.
14.
Mr Mayhew concluded by stating that:
a
LTC 92 was based upon The Outline Withdrawal Plan 1989. It was generally acknowledged that this was flawed, and that this would be corrected in LTC 93.
b. The full costings for the two RP (Centre) AAS raised for HK ('Gurkha Realism' and 'Stronger for Longer') were not yet known.

The AA 'Stronger for Longer' had been accorded 'Prime Assumption' status, although Mr Mayhew was not entirely sure that this would attract the implied degree of prioritization, as the term was a new one.
LEP/LEC UPDATE

Mr Hamill spoke on LEP/LEC matters. A summary is at Enclosure 4. Mr Hamill highlighted the following points:

a. Recruiting for the HKMSC was buoyant. (5 applicants for every vacancy).
b. Recruiting for the
the RN was less healthy (a third undersubscribed). This possibly reflected the high profile accorded to RN patrol craft participation in anti-smuggling operations. There was a not unnatural reluctance on the part of those who will wish employment in HK post 1997 to attract the attention of the triads who tend to be heavily involved in smuggling.

The Financial Retention Incentive Scheme (FRIS), was now on the 'back-burner' in the light of current LEC manning projections.

The Chairman asked if there was 'recessional employment problem' in HK. Hamill replied that there were no signs of recession in HK and that an unemployment problem did not exist.
b. The Chairman asked if the RN LEP recruiting difficulties would cause problems in the future.
