NARV was founded after an International Council of Voluntary Agencies (ICVA) mission to Vietnam, following a request by UNHCR for NGO initiatives related to the Comprehensive Plan of Action (CPA) adopted by the International Conference on Indo- Chinese Refugees in June 1989.

Purpose:

To provide assistance to repatriated Vietnamese returning to their home provinces in Vietnam

To identify, and contribute to remove, the root causes of the boat people's plight

To form the basis for long term development projects in the communities of the poor coastal provinces where most of the boat people came from

To assist in securing the right to first asylum in the region

To ensure the full human rights for returnees, observe and report on possible problems which may arise due to tension between the repatriated and the authorities or local communities

To encourage other Nordic NGOs and Nordic government aid agencies to increase general development aid to Vietnam.

Finance:

For 1992 NARV has a budget of USD 2.079.300.

The governments of the four countries represented in the consortium actively support the CPA. The consortium members accordingly request their respective government aid/foreign affairs agencies to contribute the majority of each country's 25% share of the programme. Financial support is also provided to the Danish member by the European Community Initiative for the Repatriation and Reintegration Programme for Vietnam Asylum Seekers.

In addition is the not yet finalized budget for the Family Reunification Programme for Unaccompanied Vietnamese Minors, with an estimated annual cost of app. USD 1.500.000 for the next three years. The programme will be financed by UNHCR with a considerable NARV contribution.
