Western democracy-building measures in Vietnam. The State Department officials had held firm on this, and indicated privately that there was no chance of the Administration taking such a

. controversial decision until the Presidential elections were over.

COMMENT

7. The Refugee Council's activities are not only helpful in themselves but have attracted not a little publicity here, ensuring that the only reports appearing in the Norwegian press on the Hong Kong migrants problem have been positive from our point of view. Nesse seems keen to stay in touch at this end and indicated that he would particularly welcome any informal steer we could give him on Hong Kong's own strategy for the next moves on repatriation et al. If there is anything at all you can allow me to pass back to him on this I would be grateful and could guarantee that it would be received in the proper spirit. Meanwhile, I have promised to help Nesse find a good British academic participant if the Refugee Council go ahead with an idea they have for mounting an educational seminar on Vietnamese affairs in Oslo later this year.
