Secondly, UNHCR's man in Cambodia, like me, doubts
whether the UN will be able to extract itself easily from
Cambodia after the elections next year. We must
continue vigorously to counter expectations in Cambodia
that the UN will stay thereafter. But the likelihood is that we shall endanger all that we have achieved by withdrawing precipitously after the elections. We must start considering soon how the international community supports the government that emerges from those elections and the continuation of democracy in Cambodia without
committing itself indefinitely to staying there.
