GENEVA, 7 FEBRUARY

1. I spent Friday 7 February in Geneva talking to

Mrs Ogata (UNHCR), James Purcell (International Organisation of Migration) and Sommaruga (ICRC) mainly about Vietnamese migrants and Cambodia.

2. I think that two points are worth drawing to your attention. Firstly, Mrs Ogata showed herself encouragingly co-operative on a number of detailed points that will help us make progress with the return of

Vietnamese migrants. These include a willingness to

consider mixed flights of ORP returnees and volunteers, agreement to consider making returnee payments to the Vietnamese communities receiving them rather than to the

individuals (something for which the Vietnamese

authorities pressed when I was there last month) and a
