1 The Private Secretary has received a letter from the Archbishop of Canterbury's Secretary for Public Affairs about a screened-out Vietnamese migrant in Hong Kong. How should we respond?

2 I recommend that the Private Secretary replies in the terms of the attached draft.

Background
3 Mr Dai Duc Nguyen, a former Vietnamese refugee and now a Canadian citizen claims that his brother (currently held in Whitehead Camp in Hong Kong) is also a refugee.
4 We have consulted Hong Kong who confirm that Mr Manh Luong Nguyen was screened-out after appeal. His only recourse now is to the
UNHCR.
