4. If we come under criticism in Hong Kong as the end of June approaches, I recommend the following press line:

By 30 June 1990 the UK will have accepted 2000 refugees from Hong Kong. Those still in Hong Kong have their visas and are ready to
travel as soon as there is room in the British reception centres.

The third UNHCR Resettlement Meeting held in Bangkok in 1990
reduced the UK quota from 2000 to 1709 to reflect the lower than
expected number of pre-cut-off date refugees.

Although there was no formal commitment, the UK has been in
principle willing to take the balance from the post-cut-off date population.

There is no time frame for the resettlement of post-cut-off date refugees; the UNHCR considers the position to be analogous to other refugee situations where the timing of resettlement is dictated by the circumstances of the country of asylum and the absorption
capacity of resettlement countries.
