The judgement here is that Dobbs-Higginson does have excellent contacts in Japan (it is in this context that the PUS knows him) and probably is well plugged into the Japanese community in Hong Kong. The Tourreau Foundation is a (relatively prestigious) pet project of Dobb-Higginson's which owes its name to the Chateau in France where meetings take place. These are geared to promoting European/US interest in Asia.
