REQUEST FOR PERSONAL INTRODUCTION TO THE GOVERNOR
1.
We have been asked to advise the PUS in answering a letter
written to him by Michael Dobbs-Higginson, a successful entrepreneur based in Hong Kong and Chairman of the Tourreau Foundation. Dobbs-Higginson has asked the PUS for an
introduction to the Governor.
2. He gives two reasons for this request. The first is to relay to the Governor, preferably before his forthcoming trip to Japan, the views of senior members of the Japanese business community in Hong Kong. Dobbs-Higginson writes that the initiative comes from Japanese friends who would like to use him as a channel to
express to the Governor their views on what Dobbs-Higginson calls
quote the current political furore unquote. The second reason put forward is in connection with a book about the Asia Pacific
area by Dobbs-Higginson to be published (in both English and
various Asian languages) in the first part of 1993. On chapter
of this sets out a position at variance with the Governor's
recent initiatives and Dobb-Higginson feels that it would be a courtesy to give the Governor the opportunity to see what he has written - and let him know if he has misrepresented the Governor.
