To approve expenditure in excess of that specified in the estimates as follows :
(a) in respect of new posts below
the grade of Market Manager Class I and not exceeding 1/10 of the approved
establishment in each grade.
(b) in respect of new grades or posts of Market Manager Class I and above, or where the increases will exceed 1/10 of the approved establishment in any grade.
(c) in respect of supernumerary posts
as replacements for officers on paid leave or no-pay leave.
(d) in respect of Chinese New Year
bonuses and honorar la for exceptional work exceeding $1,000.
(e) in respect of honoraria for
exceptional work not exceeding $1,000.
