Under Regulation 7(2) of the Civil Service (Disciplinary) Regulations 1988, Heads of Departments are empowered to impose any punishment on Category B officers remunerated below MPS Point 14. As this category of officers are not confirmed to the permanent establishment, they are excluded from the purview of the Colonial Regulations. A copy of the Civil Service (Disciplinary) Regulations 1988 is attached at Appendix B.
I confirm that your understanding is correct.
We are intending to seek the Secretary of State's approval to delegate from the Governor to the Secretary for the Civil Service the authority to dismiss under CR 57(2) and CR 58 for Category A officers remunerated below Point 14 on the
Master Pay Scale, and to Heads of Departments the authority to award summary dismissal under CR 57(3) for the same category of staff.
