selected what they felt were the primary tasks of the next Hong

Kong governor, and they were allowed to choose two items at most.

Of the 637 successfully concluded interviews, $9.8 percent of

the interviewees felt that the primary concerni of the next Hong

Kong governor was to handle the livelihood problems, such as

public order and inflation, etc., of the grassroots of Hong Kong.

In the correct order, the remaining primary concerns

The results of the survey reflect that the average citizen is

obviously more concerned about livelihood issues than the pace of

the democratization of the political system, but it does not mean

that the citizens do not care about general political problems,

for the "smooth transition in 1997" and "relations with Chine"

that ranks second and third respectively often involve highly

political issues. A comparison of the total of the percentages

of the two issues (59 percent) to the interviewees' degree
