Problem

1 A journalist, Kevin Cahill, has written eight identical letters to Ministers, including the Secretary of State, and MPS; he has written a further nine letters, also identical to each other but different from the first set, to senior officials and the Hong Kong Government Political Adviser; and he has written separately to Sir John Coles. His letters make allegations of misconduct in the handling of the Lorrain Osman case, and their tone is threatening and unpleasant. What response should be given?
