UK AID TO MALAYSIA

BACKGROUND

1.

With a GNP per capita of US$2130 in 1989, Malaysia is a comparatively wealthy developing country. Our aid programme comprises a small technical co-operation programme - mainly training in the UK and English Language Teachers) and assistance provided from the Aid and Trade Provision (ATP) for large capital projects.

ATP is a provision within the global aid programme to provide finance, usually in parallel with commercial finance, for sound development projects which are also of commercial and industrial significance to British firms.

Since M Thatcher's 1988 undertaking to support business worth £200 million with ATP finance, projects costing £415 million have been agreed. The latter figure includes £308m for the Pergau Hydro-Electric project on which we are now working out the details of a formal intergovernmentai agreement. A number of other ATP project. proposals are currently under consideration.
