VISIT OF LORD CAITHNESS TO INDONESIA, SINGAPORE AND MALAYSIA

28 APRIL

6 MAY 1991

UK AID TO MALAYSIA

Points to Make (If Raised)

1. Pleased we have been able to assist with ATP financial support for number of major projects in recent years.

2.

Understand that soft loan arrangements for Pergau Hydro-Electric

project likely to be concluded soon. (Loan of £308m at 0.809% interest over 14 years with 5 years grace). Pergau has not been an easy project but I feel that a successful conclusion to the

negotiations will exemplify the now excellent bilateral relations

that exist between us.

We

As a result of Pergau and other ATP commitments in Malaysia and elsewhere the ATP budget is now under considerable pressure. shall not be able to support all the proposals put to us.

3.

Although cost is modest, attach great importance to our Technical Cooperation Programme especially training in UK.

4.
