1. Thank you for your helpful explanation of 28 February 1991 and for the other back papers which you sent. I only have a few comments on the draft text in HK telno 563.
a)
The reference in the draft letter from the Chief Secretary to "Her Majesty's Government of Britain" should read "the Government of the United Kingdom". However,were these discussions between the Polish Government and the UK Government or the Polish Government and the Hong Kong Government?
b) In paragraph 1 of the same draft letter, should it read "excluding" or "including"? I note that the South African precedent uses "including".
