A summary of submissions and representations received from organisations and the recommendations made by the Secretary for Health & Welfare and the relevant Heads of Departments on the use of Special Circumstances points is at Annex E. The following are the more significant points made which members may like to consider :-

(a) Two submissions have been received on the emigration tendency of groups and subgroups within OG 11, one from Director of Health and the other from the Government Doctors' Association. The Director of Health's view is that medical doctors in general do not have a high propensity to emigrate. The findings of a survey conducted by the Government Doctors' Association indicated that a large proportion of them intended to leave the Hong Kong Government but they would change their mind if they were granted British citizenship under the scheme.

(b)

With regard to age, a number of sources suggest that medical training is longer than most other disciplines and the prime age band for this OG should be 35-45 instead of 30-41. Director of Hospital Services further recommends that the prime age band should be extended to 50.

(c) The Vice-chancellors of the 2 local universities and the

University Medical Doctors' Association have

Association have represented strongly on behalf of clinical teachers of the universities. They believe that clinical teachers will not fare well under the points system for lack of "Connections with the UK" points. They recommend that Special Circumstances points should be given to clinical teachers to recognise their special contribution/experience in medical education and research.
