First Set Emigrateability

The Director of Health's comment on propensity to emigrate is applicable to all occupations within the entire OG. The submission by the Government Doctors' Association is irrelevant to the consideration of application of Special Circumstances points their intention to leave Hong Kong Government has no direct relationship with their propensity to emigrate. There is therefore no case to apply the first set of Special Circumstances points, i.e. a maximum of 75 points to recognise exceptionally high propensity to emigrate, to any of the occupations, or any particular group within any occupation. The award of the first set of Special Circumstances points is therefore not recommended.

Second Set: Moderation of Age, Experience and Qualifications

It is generally recognised that medical doctors start their career later than other professionals and that the prime age band for doctors is between 35-45 years of age. The profiles show that 433 (92%) of the potentially successful applicants come from this age band. Those aged 42-44 remain very competitive, having a success rate of about 37%. This is because their lower scores for age are compensated by higher experience scores. If moderation of age points are applied to top up the scores of those between 41-45 years old, the result will be exclusion of a number of applicants who are in their mid-30's with 10-13 years of experience in favour of those who are in the mid-40's. Since the general points system has already been able to capture a significantly high proportion of applicant in the age group of 35-45, the use of the second set of Special Circumstances points, i.e. a maximum of 50 points to moderate age, experience or qualifications is not recommended in this respect.
