Publicity before the Scheme was launched on 1 December was aimed at enhancing public understanding of the purpose and design of the Scheme, gradually leading up to detailed information on the practical arrangements for application, e.g. locations of the centres where the general guides, application forms, guidance notes, manuals etc. may be obtained.

Since 1 December, publicity has been focused on telling the public how the form should be completed and returned to the Immigration Department. The publicity includes the use of Announcements in the Public Interest (API) in the electronic media, posters, radio and television interviews of officers specialised in the application procedures, as well as participation in public seminars organised by non-profit-making bodies specifically on the Scheme. There is also publicity on the telephone hotlines operated by the Immigration Department during office hours to answer individual applicants' questions on form completion etc.

From January next year, the media will be given regular updates on the applications received by occupational groups. The later part of February will be devoted to reminding the public of the deadline of 28 February 1991 for returning the application forms to Immigration Department. During this period, additional publicity will be deployed, if necessary, to counter any particular doubts or difficulties which applicants may experience in completing the application form or with any part of the application procedures. In addition, there may also be a need to counter misunderstanding or misinformation.
