Action II.

1. As discussed before you returned to London, I have received two papers to be discussed at the first meeting of the Steering Committee on the British Nationalities Scheme which will take place on the afternoon of 21 December. You said you would like to see these, and they are enclosed together with Donald Tsang' s letter convening a meeting of the Committee and its Agenda. At first sight I have no comments, but would welcome any views or instructions you may have.

2. I have also just received a letter from Donald Tsang of 12 December commenting on our inclusion of the British Council, British Tourist Authority and the British Trade Commission in our list of British Undertakings. I would also welcome your comments

or guidance on how to reply to this. You will note that it is suggested that none of these three qualify as a British Under- taking because they are not a company or firm. I thought that the reason why we used the word "undertaking" in preference to "company" or "firm" was to allow a wider definition.

In any event the suggestion by Donald Tsang that none of these qualify seems to further disadvantage our local staff.
