The Immigration Department will send a list of applicants to the management of the services and ask them to verify the information declared or provide data on the applicants' performance ratings and commendations received. The list of applicants will be handled by a very small number of senior officers in the personnel departments of the headquarters of the services. These officers are subject to British Nationality Miscellaneous Provisions) (Amendment) Ordinance which makes it an offence to disclose

any information relating to an applicant which they have come across in the course of their duties. This would help protect the identity of the applicants in the Disciplined Services Class.

It is not proposed that the full details regarding allocation of special circumstances points be published. The different ways in which different services proposed to allocate these points could lead to invidious comparisons between services and speculation regarding the coverage of the Sensitive Service Class. In response to enquiries, it is proposed that, subject to the endorsement of the Steering Committee, a general explanation along the lines of the description in para. 6(a) - (c) be given, but the detailed points scales should not be disclosed.
