In drawing up their proposals, the disciplined services have

taken into consideration the factors mentioned in paragraph 4, as well as

the individual circumstances of each service. With a view to retaining in

each service the right mix of experienced personnel, the services have

agreed that, special circumstances points may be used in the following

ways:

(a) to moderate age or experience points (including allocation of

points to recognise managerial or supervisory responsibility);

(b) to recognise quality of service, on the basis of the performance

ratings in the last three confidential reports in the service

which he was serving;

to recognise commendations awarded up to 26 July 1990 (enactment

date of the British Nationality (Hong Kong) Act 1990), by the

Queen, the Governor or head of service.

Verification and Provision of Information For Point-scoring Purposes

It is necessary for the Immigration Department to verify certain

information relating to an applicant (such as information on professional

training and further qualifications received). There is also a need to

obtain certain information on applicants, e.g. performance ratings in the last three confidential reports, for the purpose of allocating special
