4. By and large, the press coverage on the scheme has been
reasonably satisfactory. I doubt whether an on the record briefing or a press statement on the scheme would be
effective at this stage.
5. We should however set the record straight as far as the
Guardian is concerned. This could best be achieved by means
of a Ministerial letter, most appropriately from
Lord Caithness. He would need to be consulted overnight in Canberra, but provided we can obtain his approval by tomorrow morning, it should be possible for the letter to appear in the Thursday edition of the Guardian.
