HONG KONG: GUARDIAN ARTICLE ON THE NATIONALITY SCHEME

Problem
1. The Secretary of State has asked for advice on how the
error in Mr Gerald Segal's article in this morning's
Guardian should be corrected?
Recommendation
2.
I recommend that Lord Caithness writes to the Guardian.
I submit a draft text which, in the interests of speed,
should go to Canberra tonight. News Department agree.
Background
3. Mr Segal's claim that there have been applications for
less than 10% of the available places is of course absurd.
I can only assume that Mr Segal has been confused by the
fact that the number of applications (65,623) is a fraction
of the Hong Kong Government's earlier estimates on the maximum number of people who are eligible and might conceivably apply.
