CONCURRENT BDTC AND BN (0) PASSPORTS
Thank you for your fax of 9 October 1991 on the above. You will by now have seen my letter to Gill Barratt on the BN (0) registration question.
I agree that the prohibition on the holding of two passports is a matter of practice rather than a matter of law. However, I am slightly concerned that the arrangement for registering BDTC's as BN (0)'s is
is almost an administrative one, with no formal checks, and that to allow BDTC's to retain their passports in such circumstances could make them easy currency as 1997
approaches. I may be over cautious but this should be considered, especially since the discouraging effect of having to surrender a BDTC Passport appears to be speculation rather than fact.
