1. You asked for our comments on the suggestion in Hong Kong IMMIG telno 3141 that Hong Kong belongers should be allowed to hold BDTC and BN (O) passports concurrently.

As I mentioned when we discussed this on the telephone, the view of this Department is that there should be no departure from the principle that a person may hold only one valid British passport at a time, the only exception being in the case of a much-travelled businessman who may be granted a second passport. Even in these circumstances, should the individual possess more than one category of British nationality, his second passport must be in the same national status as his first.

I do not see there could be any objection, however, if the authorities in Hong Kong wished to operate a system whereby a BDTC registering as a BN (0) was granted a passport as such which was then retained in his file in the Immigration Department, while the individual continued to travel on his existing BDTC passport. As 1997 approached at some time convenient to the individual he would exchange his BDTC passport for his BN (0) passport on the understanding that, having done so, he could not change back again. Such an arrangement might help to avoid a last minute rush of applicants.
Otherwise, if the Immigration Department are not to be overwhelmed in the run up to July 1997, we see little alternative to an amendment to the Hong Kong (British Nationality) Order 1986 providing for a final date by which applications for BN (0) status must be lodged.
