9. Talks have begun on Hong Kong/US Air Services Agreements
and Extradition Agreements. We hope to reach an early
conclusion. We shall also want to open talks on an
Investment Promotion and Protection Agreement as soon as we
have final Chinese approval of a model text.
Constitutional development

In September 1991, for the first time, 18 of the 60
seats of the Legislative Council will be directly elected.
The United Democrats (led by radical democrat and human
rights lawyer, Martin Lee) are expected to win 11 of these. This will pose new challenges to the administration,
particularly if the United Democrats choose to make life difficult for the Government and to challenge the policy of cooperation with Peking.
