(a) 10,000 visas for Hong Kong per year for the next 3
years, rising thereafter, possibly to 25,000 per year.
(b) An additional 12,000 visas per year for 3 years, beginning in 1991, for Hong Kong employees of US businesses,
with a job offer in the USA.
(c) Visas can be extended until December 2001 before
the holder needs to travel from Hong Kong.
(d) Special provisions for the locally-employed staff of
the US Consulate General.
International support with China
6.
Recent Ministerial and official discussions with the
Japanese have led to helpful Japanese interventions over
Hong Kong in their high-level contacts with China. Our
objective is to educate the Chinese in the economic
realities of the international market and the potential impact of Chinese words and deeds on international business confidence in Hong Kong.
7. We shall wish to pursue with the US administration the
possibility of US/China contacts being similarly used to continue this educational process. But in so doing we must
avoid stimulating Chinese fears that we are seeking to "internationalise" Hong Kong.
Hong Kong/US cooperation
8. With Chinese agreement, the Hong Kong Government has
been building up a series of bilateral agreements with third
countries which can survive 1997. The United States is a
priority partner.
