I duly wrote to Labakė on 4 January making the points contained in TUR and asking for his reaction to them. I will let you know the response.
3. On reading Labake's original letter (which was summarised in the Ambassador's letter of 14 November) I find that he did not stipulate that any applicant would have to settle in Hong Kong before 1997. What his letter actually stated was that the applicant would obtain the right to emigrate to Argentina whenever he desired including before the date of expiry of his financial deposit and before 1997. In other words, the scheme would allow a person from Hong Kong to settle either before or after 1997.
4. However, since our policy is to encourage people to stay in Hong Kong, but to provide the possibility of a way out if things should go wrong after 1997, I thought it was still worth making the point in TUR to the Argentines.
