PM describes demand from Social Democrats and SF for a judical enquiry as serving "quite unreasonable party political ends". He says the former Justice Minister · and the Government bore responsibility, but of officials he says: "By the nature of the matter, under no circumstances will there be a basis for a case against officials, or for holding them responsible in any other way. "
Comment
At the time it was asked how Schluter could determine innocence of officials without an enquiry. It is now asked how this statement squares with the Government's request to the Prosecutor in 1991 to consider charges against officials, the Prosecutor's decision to raise charges against the Justice Ministry Permanent Secretary, and the latter's suspension by Schluter' s present Justice Minister (Engell).

Schluter has to agree to a judical enquiry (the Centre Democrats, stung by Ninn Hansen's attempts to get them to share responsibility as members of the Government at the time, changed their tune on an investigation).

At first enquiry was to be in camera and restricted to the period when re-unifications were suspended. In 1991 PM yields to pressure for open enquiry covering whole period (1. e. including events after January 1989).
