Used subsequently by Justice Minister Ninn Hansen as evidence of parliamentary backing for his suspension of Tamil family reunifications (a legal right) by administrative action.

Justice Minister Ninn Hansen chokes back Tamil family re-unifications: described to Parliament as
prioritisation downwards because of lack of
resources. The term "prioritisation downwards" used repeatedly by Prime Minister.
Comment
Justice Ministry officials tell court of enquiry in 1991 that "prioritisation downwards" was in fact an almost total prohibition on processing of cases. They say they told Ninn Hansen at the time his action was "indefensible" in law, but he ignored their advice.
