At the meeting of 29 January about the Dependent Territories' Work Permit Quota there was general recognition of the fact that a total abolition of the Dependent Territories' Work Permit Quota would be simpler to present than partial abolition. You said that your Department would like to put this to the West Indian and Atlantic Department (WIAD) which looks after the interests of the other Dependent Territories.
You agreed to move quickly and keep us in touch at official level ahead of any further Ministerial correspondence. We appreciate that WIAD may wish to consult St Helena and that this may take some time, but it was recognized by all at the meeting that we needed to resolve this matter as soon as possible since an announcement cannot be delayed much further.
I have discussed this with Russell Yates, who as you know has taken over from Vivienne Dews as the head of B2 Division, before he left for Brussels today and we think we really need an indication very soon as to whether an announcement this year of a phased abolition of the whole quota is to be regarded as а realistic alternative proposal to the policy already agreed by Ministers, of announcing this year a quota for Dependent Territories except Hong Kong.
