May I trouble you yet again for advice?

The problem arises

from the enclosed copy bundle of papers received from Sir Hugh

Casson.

It would certainly be within the folk memory of Private

Office (I am not sure whether or not you were involved?) that we

have had a long lasting problem trying to avoid a commitment

which Hugh Casson argued had been taken on by HMG, for the

financing of some not dissimilar project of this kind. My memory

does not suggest that it was a Chinese-based project (despite the

reference in the first sentence of his letter) but something that was in some way connected with Canada although I could be

wrong.

But I do have the clearest possible memory that it was a

troublesome business so that I am most anxious not to find

myself similarly entangled on this occasion. On the other hand,

I should be perfectly happy to back something that was totally

well-funded and respectable. So I asked David Wilson, whom I happened to see earlier this week, how well he had investigated the aspects of the matter before writing his letter of 9th

September. The answer was less than wholly reassuring.
