SPRING CONFERENCE

The British Group of the IPU have asked for the usual briefing for this Conference.
2. I should be grateful if recipients of this minute would supply briefs on the attached subjects. These should consist of a short exposition of current issues and HMG's policies and objectives, and readily available background material (eg papers in the Background Briefs Series) and, where relevant, details of our voting record in recent UN debates together with copies of any resolutions and speeches. In most cases the briefing prepared for the IPU Autumn Conference in Punta Del Este in October 1990 can simply be up-dated.
3. The briefs should be unclassified and without attribution to the FCO. They should be typed in final form on plain white paper with the following heading:

IPU Spring Conference, Pyongyang 1991 Brief No (blank): (Subject)
"Britain", "British policy" etc should be used rather than "HMG" or "Government policy". The background material should be attached in whatever form is most convenient.
5.
I should be grateful if the briefs could reach me no later than 3.00 pm on Wednesday 17 April.
