PARLIAMENTARY VISITS: DRAFT FOR INCLUSION IN REPLY TO

Like you, this Department did not know that members of the IPU delegation were proposing to visit Hong Kong and Peking before going on to Pyongyang. If we had, we would, of course, have provided appropriate briefing and also alerted you. In the event they were, I gather, given briefing by the Embassy in Peking, which would have been more up-to-date than anything we could have provided. It is not clear from your letter precisely what aspect of the FCO briefing was found wanting; nor whether pique at not being used as emissaries had anything to do with it. But we will of course try to make sure, as we always do, that MPs feel well treated and well used by us.
