4. The main facts of the case come from a report by the Hong Kong Immigration Department and also background from the Scottish Criminal Record Office. The delay in replying is due to the need for consultation with other Departments in the FCO, Hong Kong and the Criminal Record Office in

Glasgow.

Consular Department were quick on their feet and able to help Mr Boyle on this occasion, but the rest of his problem is UK policy on criminal records, which is not an FCO responsibility. Hong Kong Immigration seem to have dealt quite fairly with Mr Boyle and his family.
