MP'S LETTER: HONG KONG IMMIGRATION CONTROLS

Problem
1. Mr Jimmy Boyle, a constituent of the Rt Hon
Malcolm Rifkind MP, complains of the treatment he received from Hong Kong Immigration Officers during a visit there in February this year.
Recommendation
2. I recommend that Lord Caithness reply to Mr Rifkind on the lines of the attached draft, explaining that we see no grounds for reproach.
Background and Argument
3.
Mr Boyle and his family arrived in Hong Kong on
12 February. Because of his previous criminal background he was initially refused entry to the territory. After representations by a member of Consular Department the Director of Immigration in Hong Kong used his personal discretion to allow entry.
