Dear Mr. Zhang,

I have just heard the very good news that Mr Luo Hai Xing was released today and is expected to travel down to Hong Kong shortly.

As you will know, the Prime Minister raised

with Premier Li Peng during his visit to Peking the case of Mr Luo Hai Xing and other Hong Kong citizens held in Chinese prisons. We were told that Mr Luo would be released on bail for medical treatment. I am very glad to hear that he will be able to come down to Hong Kong straight away and join his relatives there.
