Dear Mr. Astory,

Thank you for arranging the visit to Tai A Chau Detention Centre when I visited Hong Kong earlier this week. The very circumstances of the Vietnamese Boat People's presence in Hong Kong make the camps a regrettable fact of life. But it was encouraging to see that at this camp the conditions were relatively benign, which is a tribute to the planning and enthusiasm of your Department's work.
