LORD CAITHNESS'S VISIT TO CHINA

1. I attach a draft telegram, based on our discussion on 23 September. I do not know when Lord Caithness plans to leave London but, if he is to cover the ground he has in mind, he may need to plan to arrive in Hong Kong on Sunday, 24 November. I suspect that Sir Robin McLaren will say, once flight schedules have been more carefully examined, that the itinerary in the draft is a bit too ambitious. We must wait and see.

2. As indicated, I am checking with Legal Advisers about the implications of a visit to Tibet.
