Gulf hostilities. Both Mr McInnes and Mr Carrick would welcome
this. We can build on the proposed skeleton programme. The programme for both the Philippines and Indonesia incorporates visits outside capitals. The timing would avoid any clashing with the dates of other visiting UK Ministers. In Indonesia, Mr Carrick
suggests that the Minister consider giving a lecture to a Military Staff College in Bandung (eg on British policy towards the
Asia/Pacific region) or a talk to a business audience.

I would be
G,H,I 4. The programme proposed for these visits would enable the
Minister to attend the Queen's Birthday Party in Kuala Lumpur on 13 June. A visit outside Kuala Lumpur could be fitted in, to Penang or
possibly Sarawak en route to Brunei. There are British Council offices in both State Capitals, as well as other opportunities for interesting local calls.

Vietnam

The timing of the visit to Vietnam after the Pacific Rim Heads
of Mission Conference in Hong Kong is largely determined by the
somewhat inflexible airline schedule. Mr Williams is still away from Hanoi on an extended in-country tour and has been unable to put forward any thoughts on the programme (although the Post confirm
that he would welcome a visit at this time).

If the Minister is content with this general outline, we will
ask posts to approach host governments and start work on detailed
programmes.
