LORD CAITHNESS' TRAVEL PLANS IN SOUTH-EAST ASIA
1. As requested, we have prepared a programme of visits to
South-East Asia between now and early August (Annex). Posts have been consulted. All confirm that visits on the dates proposed are
feasible.

Thailand, Indonesia, the Philippines

Although Mr Melhuish would welcome a visit, I recommend against
Thailand until the situation there becomes clearer. If the military regime honours the initial commitment to elections within 6 months, the interim government, however talented, would be a lame duck by
the time Lord Caithness arrived. It would be preferable to await a
permanent administration (or at least a reliable announcement about
the life span of the present interim administration if the military decides to make it more permanent).
3. If the Minister agrees, I recommend combining a visit to the
Philippines with Indonesia for late-April/early May. This would
enable us quickly to reinstate the January visit postponed because
