DEPUTY PRIME MINISTER AND MINISTER FOR FOREIGN AFFAIRS,

TO THE RT. HON. DOUGLAS HURD,

DOUGLAS HURD, C. B. E., M. P.,

HER MAJESTY'S PRINCIPAL SECRETARY OF STATE FOR

FOREIGN AND COMMONWEALTH AFFAIRS.

1.

Japan and the United Kingdom share a special interest

in policies towards China. Therefore Japan attaches

great importance to our exchange of views and policy

co-ordination on China.

2.

Japan is of the opinion that the basic policy stance

towards China by G7 states, which is summarised in the

Chairman's Statement of the London Summit, is still

relevant under the changing

international

circumstances such as in the Soviet Union.

Instead of

only voicing criticism against China, we should make

use of the present momentum under which China is moving

closer to the West and should encourage her to

contribute positively to the creation of a new

international order. We should make co-operative

efforts to obtain a substantial and positive response

from China, particularly, in the fields of arms

control, disarmament, human rights and democratisation.
