Speech by Japanese Prime Minister

While in China, Mr Kaifu made a speech on 11 August

at the Sino-Japanese Youth Exchange Centre. In it he included a very helpful and supportive passage on Hong Kong

(text attached below).

The fact that this is the result of intensive pushing by the local Consulate is indicated by the fact that both the Consul-General personally and his Deputy have separately sent us copies of the speech!

I have replied to the Consul-General, saying that

I have drawn the speech to your attention and expressing your appreciation. A draft of my letter is below.
