VISIT OF PUS TO JAPAN, 12-15 DECEMBER: CALL FOR BRIEFS

1.

The PUS will visit Japan from 12-15 December for bilateral talks with his opposite number at the Japanese MFA. There may also be a call on the Japanese Foreign Minister.

2.

The agenda will be wide-ranging. It has been agreed that the emphasis of the talks should be on identifying areas for bilateral cooperation, rather than merely exchanging views on international issues. I should be grateful, therefore, if the briefs requested below could reflect this where possible. I have made some annotations which I hope will be helpful.

Briefs required are as follows:

Bilateral issues

UK/Japan Trade (Can Priority Japan achieve its export targets given Japanese economic slowdown?; big ticket purchases; sub-contracts for UK firms)

Inward Investment (Decisions to be taken on commercial grounds; we do not agree that it is politically necessary for Japan to spread its investment away from the UK in Europe)
