mainly in the consultancy contracts. But two main consultancies Bechtel for overall programme management and

Greiner and Maunsell for the airport design went to American-led groups. Japanese companies have done well in the reclamation works contracts let so far notably Kumagai

Cumi.

The Airport Committe under the Joint Liaison Group, with

joint Sino-British (including Hong Kong Government) membership, held its first formal meeting in October, and the atmosphere was good. The Committee has agreed on the

need to work quickly and flexibly. Mr Shu Tse-Wong, a

Peking-backed banker with a good reputation, has been

appointed to the Provisional Airport Authority. An Airport

Consultative Committee has been formed under the

chairmanship of Mr Wong Po Yan, a former Legislative

Councillor who has good relations with China.

Air Services Agreements

Air Service rights concerning Hong Kong must be

separated from the UK Air Service Agreements before 1997. A number of separate Hong Kong Air Service Agreements (ASAS) have already been signed. Because the agreements will run beyond 1997, Chinese consent is required.

Hong Kong is keen to have a separate ASA with Japan. The Japanese have been a little cautious, but a working group of Hong Kong and Japanese experts will meet early in

the new year.
