Services Requirements.
Environmental Engineering Services.
Offices
1. The required internal environment design conditions are:-
a) Thermal - in accordance with CIBSE
Technical Memorandum 4:1990, Table 4,1 b) Lighting -
Offices: 350Lux at working plane
(VDU Compatible)
Background: 150Lux
Corridors: 100Lux
Classrooms: 500 Lux
2. Services shall be designed to the standards recommended by CIBSE I ASHRAE | IEE and will include:
a) Air Conditioning:-
The office building should be air conditioned Throughout, utilising centralised systems. There is a requirement for 24hr A/C in certain areas - see Annex A(2). Particular zones must be served by an 'All-Air' system but with associated plant located outside of the area. All air conditioning solutions within the CHANCERareas should be designed to minimise maintenance requirements. Mechanical ventilation shall be provided in toilet areas and catering zones. The main primary plant and equipment must be located at ground level; Each functional department should have a dedicated system.

b) Domestic Hot & Cold Water Services:- utilising central water systems (s)
c) Drainage Systems: Conventional systems to recognised standards, as determined by site location and building usage should be provided. d) Internal Lighting and Small Power:- clean power to all offices;
e) External Lighting and Small Power; f) Lightning Protection: - as appropriate; g) Emergency Power, External Electrical Services & Mains Conditioning Equipment: - as appropriate. Standby generation should be considered a requirement at this stage.
h) Lifts: a bank of passenger lifts (possibly 4) should be provided, dedicated use to particular departments must be allowed for. At least 2 shall take account of disabled person requirements. i) Alarm and Control Systems;
j) Provision of a suitable carcassing matrix to serve data and telephone facilities to all offices from a central facility;
k) Catering facilities: - KTCHEN/KITCHENETTES
1) Fire Services: - Alarm and protection to UK and local standards, whichever is the more
generous.
3. Active and passive energy conservation measures shall be considerd. The Building Research Establishment Method (BREEAM) will be applied at the appropriate design stage.
4. All systems proposed must be reliable, quiet in operation and easily maintained. The design shall take account of the external environment - in particular the saline atmosphere.
Local unproven technology shall not be utilised. Full consideration should be given to the duplication of plant and equipment essential to the workings of the Embassy.
Houses/Flats (particular points)
5. Fully air-conditioned: individual packaged units may be considered.
General.
A full design brief, expanding the given parameters will be available to the author of the winning design.
